What Is Energy Code Compliance (ECC)?
Beginning January 1, 2026, California’s building energy code compliance verification previously performed under the Home Energy Rating System (HERS) has transitioned into the Energy Code Compliance (ECC) Program as part of the 2025 edition of Title 24, California’s Building Energy Efficiency Standards.
Under the ECC Program, the process of field verification and diagnostic testing (formerly called HERS FV/DT) is now integrated directly into Energy Code requirements. ECC ensures that specific installed energy-efficiency measures meet code-required performance for new construction, additions, and alterations.
ECC-Raters are certified professionals who conduct field verification and diagnostic testing to demonstrate that energy-related building components meet Title 24 requirements. Existing HERS raters will be recognized as ECC-Raters under the new program for applicable projects, provided they complete required training and certification updates.
What Changed From HERS to ECC
The Energy Code has transitioned compliance verification terminology from HERS Rater to ECC Rater to better reflect the program’s purpose code compliance.
